PanelLibrary: Adds get and getAll to the api (#29772)

* PanelLibrary: Adds get to the API

* Refactor: adds tests for get and getAll and cleans up other tests

* Refactor: changed name on DTO

* Update pkg/services/librarypanels/api.go
